Doctrine: contain and deliver; Recovery Services handles everything groundside. They don't chase loose assets (drones and crew do). A third failed login at the Core pages them — response ~3 minutes. At Clock 3 one walks the pre-docking sweep (the armed threat on screen); the other holds the Bridge alone.
The lever: they're paid per delivered asset — their paycheck is a manifest line. Negotiable ONLY with manifest leverage: alter the count, hold the ledger hostage, or show them the audit coming for everyone. Charm bounces off; arithmetic doesn't.
They verify, they don't believe. A con backed by checkable records (vendor sessions, work orders, badges) gets processed like weather. A con backed by charm gets a stun bolt.
